Teena Sirohi

CHIEF EXECUTIVE OFFICER

Teena Sirohi founded FedScale in 2013 to provide federal, state, and enterprise clients with optimal technology solutions. She has many years of experience and successes with government contracts management, government solution design, Federal Acquisition Regulations and the North American Industry Classification System. At FedScale, she applies expertise in contracts management, program management, systems analysis and process development, improvement and controls. She is known for her expertise in developing new concepts and programs with the keen ability to analyze, prioritize, and plan creative solutions focusing on improved competitiveness, profitability, and productivity.

Summit Sirohi

PRESIDENT

Summit Sirohi leads business development for FedScale. He has extensive experience in the federal, DoD, Civilian, and healthcare sectors. He has insight to help clients develop effective and scalable solution architecture, cyber security, cloud orchestration, continuous monitoring, network engineering, infrastructure management, and storage as a service. He applies more than 20 years of experience with government programs in his work for all FedScale clients. He is committed to identifying the best technology solutions for every customer. He has specific expertise in capture strategy and management, innovation strategy, and requirements building.

Hiep Tran

SENIOR VICE PRESIDENT

Hiep Tran specializes in the design and implementation of enterprise IT transformations and solutions. He brings to FedScale more than 20 years professional IT consulting and management experience covering a broad spectrum of roles and platforms. He has extensive experience with unified communications, cloud migrations, and IT transformation. He applies knowledge of project leadership, solutions architecture and functional design as he works with each FedScale client to create highly effective results. He has expertise in UCCE/UICM, CVP, CUCM, Unity, Network and Operational Readiness Assessments, LAN/WAN design and implementation, capacity planning, and queuing theory.

Charles (Keith) Barbaccia

CHIEF OPERATING OFFICER

Keith Barbaccia joined FEDSCALE in early 2019 to serve as the Chief Operating Officer. Keith possesses over 30 years of experience in business management of professional services gained from directly supporting major defense contractors, such as General Dynamics Information Technology, EDS (HP Enterprise Services), and AT&T Government Solutions. Throughout his career, Keith served in myriad diverse roles of increased levels of responsibility, supporting varied departments including contracts, business development, program management and service delivery. He directly supported the United States Central Command (USCENTCOM) for 11 years, managing the Information Technology contracts and personnel required to operate and maintain the intelligence systems at both the headquarters and those deployed into the USCENTCOM area of responsibility. Keith also provided leadership for a number of key organization initiatives, including major contract transitions and establishing an organizational vision and strategy to support the Defense Intelligence Agency’s DoDIIS Enterprise service consolidation efforts. Keith is a veteran of the U.S. Navy Submarine Service where he served as an electronics technician and ship’s diver. During his military service, Keith supported a variety of global deployments and operational missions. Keith holds a Bachelor’s Degree in Management and a Master’s Degree in Business Administration with a focus on Technology Management.

Brent Duncan

CHIEF GROWTH OFFICER

Brent Duncan brings over 30 years of Federal and Omni-channel sales and operational experience specializing in planning, managing, directing, and overseeing operational departments, policies, and initiatives. He has a proven track record of successful contract management and service delivery, focusing on process implementation, material planning, product management, procurement, customer service, account management, staff training, needs analysis, presentation standards, pricing negotiation, and program development and implementation. Brent has excelled in establishing, developing, and growing professional services practices into profitable businesses by effectively managing contract and task orders, IT service delivery, staffing plans, contract transitions, strategic planning, and business plan execution, leading remote resources, and national teams to deliver high-value services and solutions that consistently exceed customer expectations.

Bajinder Paul

SENIOR STRATEGIC ADVISOR

Bajinder Paul serves as the Senior Strategic Advisor for FedScale where he provides expert guidance on strategic initiatives to drive the expansion of FedScale’s service offerings. He plays a key role in fostering partnerships, driving innovation, and ensuring that FedScale’s solutions align with the evolving needs of public sector clients.

Bajinder brings over 20 years of high-level experience in both the private and public sectors where he has proven success leading large IT organizations while reducing operational costs and enhancing user experience.

Bajinder most recently held the role of Deputy Chief Information Officer (DCIO) for the U.S. Department of Agriculture (USDA) where he led the operations of the Office of the Chief Information Officer (OCIO). His efforts with the USDA include enterprise services end user support, network and infrastructure services, and OCIO resource management. He led IT modernization efforts with the Food Safety and Inspection Services at the USDA as the Assistant Chief Information Officer as well.

Bajinder has led corporate wide IT strategic planning of emerging technologies in support of federal agency missions as Executive Director of Technology Solutions and Strategies at ManTech International. He has previously held Chief Information Officer positions at the Federal Trade Commission (FTC), the Department of the Treasury, Department of Housing and Urban Development (HUD), as well as Chief Technology Officer (CTO) at the General Services Administration (GSA).

Bajinder Paul is a nationally recognized recipient of the “Fed 100” award in 2008 and 2010. In 2011, he was the recipient of the National CIO Achievement Award. He holds a Bachelor of Science Degree in Electrical Engineering from Cornell University and a Master of Science Degree in Computer Science from Johns Hopkins University.
