We are seeking a detail-oriented and proactive Business Analyst to support Records Management operations at the Plum Island Animal Disease Center (PIADC), working in collaboration with the USDA. The ideal candidate will have experience in records management, be proficient in Microsoft Office Suite, and possess excellent communication and organizational skills. This role requires the ability to analyze business processes, support data and documentation efforts, and ensure compliance with federal standards.

DUTIES AND RESPONSIBILITIES

  • Analyze and document current records management processes and recommend improvements to support USDA program objectives.
  • Maintain and manage records in compliance with federal records regulations.
  • Develop and maintain documentation such as process flows, standard operating procedures (SOPs), and reports.
  • Gather and define requirements from stakeholders and translate them into functional specifications.
  • Support project planning, implementation, and evaluation activities.
  • Create presentations, spreadsheets, and reports using Microsoft Office tools (Excel, Word, PowerPoint, Outlook).
  • Collaborate with cross-functional teams to ensure effective information flow and task coordination.
  • Track project milestones, action items, and deliverables to support program goals.
  • Ensure data integrity and quality assurance across systems and records.
  • Support audits, reviews, and reporting efforts as needed by USDA or oversight agencies.
  • Must be able to work within containment laboratory requiring decontamination showers.

QUALIFICATIONS

Education

  • Bachelor’s degree in Business Administration, Information Systems, or related field (or equivalent work experience).

Experience/Skills

  • S. Citizen with the ability to pass rigorous background investigation.
  • 3+ years of experience in a business analyst, project coordinator, or similar role.
  • Management experience with the ability to work independently, demonstrating initiative and accountability in completing tasks and managing priorities effectively.
  • Demonstrated experience in records management in a regulated environment.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and SharePoint.
  • Strong analytical, organizational, and communication skills.
  • Ability to work independently and as part of a multidisciplinary team.
  • Experience working in a federal or scientific research environment.
  • Familiarity with USDA operations, policies, or animal disease research.
  • Knowledge of federal records retention schedules and best practices.
  • Advance skills in Microsoft Word, PowerPoint, and Excel with the ability to create, edit, format and perform basic formula functions.
  • Experience working with National Archives and Records Administration.
  • Organizational, problem-solving and attention to detail skills required.
  • Effective written and verbal communication skills required.

  • Possess or obtain a favorable suitability clearance to hold a public trust position.
